This FINOS Technical Oversight Committee (TOC) is the technical governing body of FINOS. They work in close collaboration with the FINOS team and the Governing Board to provide technical oversight for the projects in the FINOS portfolio.

Matthew Bain is a Distinguished Engineer at Morgan Stanley focused on Architecture, Modernization & DevOps Automation. Matthew has worked in a number of different business areas spending over 20 years in finance building everything from Trading Systems and Data Platforms to overly adventurous Excel workbooks and even spent a couple of years building an early cloud and mobile based video streaming platform on AWS.
In addition to being a member of the TOC, Matthew is a maintainer of the TraderX project, a co-lead of the DevOps Automation Special Interest Group and the working group lead for the Architecture as Code project at FINOS, where he is looking to enable developer productivity and increased control through the ability to capture common, repeatable and crucially verifiable software development to pre-approved patterns.
Andrew Aitken is a recognized leader in open source strategy and governance with over two decades of experience. As the former Chief Open Source Officer at Hedera, he led the successful transition of its codebase to an open source foundation under the Linux Foundation, fostering trust and innovation in the blockchain ecosystem. A two-time elected board member of FINOS since 2021, Andrew has advised organizations like the U.S. White House, LBG, Fidelity, IBM, and Microsoft and has held leadership roles with Wipro and Black Duck Consulting. He is a frequent speaker at global conferences, a former founder of the Open Source Think Tank, and an advocate for leveraging open source to drive collaboration and innovation.
Elspeth Minty is a Managing Director at RBC Capital Markets. She has worked in the financial industry for more than two decades. Her experience covers everything from developing core Java/C++ libraries to helping teams adopt cloud technologies. She has worked in across geographies, including London, Shanghai, and Montreal where she is now based. In her current role at RBC Capital Markets, Elspeth is helping to improve code re-use and consistent application design. Elspeth is also involved in open source and is a member of the Technical Oversight Committee at FINOS, part of the Linux Foundation. Elspeth has spoken at a number of technology conferences, including Spring One, QCon London, QCon Shanghai, and InnerSource Commons Gatherings.
Elspeth has a BSc in Physics from the University of Manchester, an MSc in Parallel Computer Systems from the University of West of England, and a PhD in Theoretical Cosmology from the University of Edinburgh.
